VIP-37: Effectify the universe (open)

Will's words (2026-10-28)

"Later we will make a language proposal that we wont' accept right away to Effectify the universe. This will be a language proposal to remove all non effectful functions such as Array.map() and replacing them with effect aware versions but this is a very complex and controversial one that we might not even do and won't be in our initial release"
